Role context


Role context


Joint Warfare, Strategic Command have contracted Warner McCall to provide consultant support to the Information Advantage Change Campaign. The campaign is structured around five delivery projects (known as accelerators) and two areas of wider development (known as primers).


  • One accelerator covers 'Training & Education' (T&E), to deliver culture change and training for the operational command and staff (current and future, Individual and collective) and wider Defence, to address the cognitive challenge of operating in the Information age.
  • One primer covers 'Skillsets', to establish the people management requirements (role recreation, recruitment, training, career management, employment) so that Defence has access to Information Advantage skillsets across the Whole Force.

The Training Education and Skills SME will manage the delivery of both the T&E Accelerator and the Skillset Primer on behalf of the Team Lead for Director Joint Warfare, with a reporting relationship to SO1 Joint Effects (the delegated lead for delivering Information Advantage, for Hd Joint Warfare Dev on behalf of Dir Joint Warfare). 


The T&E Accelerator is expected to deliver the following milestones during 2021: 


  • Support development of the Information Warfare Group’s (IWG) training initiatives for Information Advantage, including the integration of Information Advantage awareness training into sS training establishments.
  • Determine the individual and collective training requirements for delivering audience centric operations, to feed into Defence Training Establishments and training design authorities.
  • Outline the training establishments and courses in Defence that deliver training on Information Advantage specialist skills.
  • Develop plans, including milestones, outputs, outcomes and end-states for the development of training and education and skillsets capability.


The skillset primer is expected to deliver the following milestones during 2021: 


  • To integrate the specialist Skillset requirement for Information Advantage[1] within other strategic workforce planning activities (e.g. pinch point analysis of Defence roles)
  • To work with Defence stakeholders in shaping how skillsets are developed and supported in Defence, particularly for skillsets that are currently poorly defined[2] e.g. support the design of training pipelines, training requirements, competencies, recruitment standards, define career options.
  • To engage in personnel resource development activities, including the personnel and training DLODs for IA&O and Audience Analysis
  • Exploit and share the Information Advantage skills requirements into Defence strategic workforce planning activities.


In addition to these key tasks, the SME will be expected to identify further collaboration opportunities for Joint Warfare to engage in the development of T&E and Skills management within Defence and work with other parallel initiatives such as the Multi-Domain Integration (MDI) Change Programme (CP). 


The SME will be required to provide regular progress updates and escalate issues or risks to:


  • Warner McCall Information Advantage Change Campaign change team leadership (several times a week)
  • SO1 Information Advantage (weekly)
  • Hd JW Dev (weekly)


The SME will also contribute to overall campaign planning activities and communication activities (e.g. providing material on the accelerator’s activities for newsletters, progress board updates, etc). 


 
[1] Skillsets include Cyber, Knowledge & Information Management, Data analytics, Behavioural Science (for joint effects), Cultural Studies, Language, Information Activities & Outreach (IA&O), Joint Effects, Intelligence

[2] The definition and management of Cyber and Digital Skills is more mature within Defence than Social Science skills and IA&O; the SME should focus on developing the weaker skillsets.

  • Weekly summary of progress, issues and risks to Information Advantage Change Campaign Team, both written and verbal updates.

The accelerator lead will be required to present all findings and recommendations clearly and compellingly to enable efficient and effective communication to the customer and the IACC team.
